How can one fix this problem?

Upgrading your device to Windows 11 2022 using the conventional ways is clearly out of the picture. This is because whether you opt for Installation Assistant, Media Creation Tool, or direct ISO file, all of them require an active internet connection to log you into your Microsoft account.

So, what you can do at max is clean install Windows 11, version 22H2 on your computer, with WiFi or Mobile HotSpot disabled.
